Actually, this is likely the one exception to that rule. If the seatmap shows most or all seats occupied, you can be confident that the flight is at least that full. It’s possible, but IMO rare, that you have a speculative large group booking accounting for a chunk of occupied seats and that could be then canceled closer in.
