I had similar issues on F-HTYF back in November on a CDG-US flight. Since it was a day flight, i thought i could use the time to do some work but the speed was terrible, the connection page kept showing internet is not available etc. I successfully requested a refund with lots of screenshots of the malfunctions.
Having the stream pass (the "best" one) for free with my Ulti status, I can tell you this is very frequent. I had plenty of flights this year where it was hardly feasible to do anything with it, even simple web surf or emails while you are supposed to be able to watch movies in steaming mode.
