its free, and well organized. One time, I used it for a free transfer to the city center.

I have done both.

You will easily fill up your layover of seven hours and not get bored.

Not that it really matters; but you must pay a fee of $25.00 in Singapore dollars for use of the swimming pool and Jacuzzi. Almost every other activity at the airport is free of charge. Even dishes of hard candy are available at no charge.
