I don't think they're saying they plan to operate all of those routes, just that they're possibilities.
I think from YUL potential destination in Africa that could work would be: Dakar, Accra, Abidjan, & Tunis
Europe from YUL I could see: Budapest, Bucharest, Berlin, Warsaw.
Budapest & Bucharest could possibly operate as a triangle route, same with Berlin & Warsaw.
Triangle routes are pretty inefficient. More likely that AC would just offer less than daily service, e.g. BER and WAW each 3x weekly.
