Recently the DOT issued new rules for schedule changes which were not as favorable as UA prior policies. UA has adopted the DOT requirements for new bookings. So some policies are in flux

And is this because the schedule change was <2hr even though there is an additional connecting flight? Is that the crux of the issue?
For older bookings, UA has 30 min and 2 hour category
For >30 minutes and <2 hours
Change to alternate UA flight (same origin and destination and original operating carrier or carrier permitted as noted in fare rule)
and > 2 hours or non-stop changed to connection (which usually covered any added connection), allowed for complete refund
This also allowed for change in origin or destination airport up to 300 miles (easily fits BWI-IAD , concept of co-terminal not longer exists in this situation)

So yes this is under the 2 hour rule, but maybe close enough for some supervisors.
Also stress the added connection should allowed the change in origin -- getting a 1-stop to replace a 1-stop and not be forced to a 2-stop.

So, I would be trying again (but be careful not to get the PNR marked with comments you refused to accept the result -- just politely say you want to think about this some more).
