I am referencing instances of people
expecting to be able to make use of TWOV to leave the sterile area of the airport during their layover, and being unable to as their layover was nor considered long enough.
Any "conflation" is theirs, but it's one I recognise I and others could easily fall into the trap of due to confusing information
