Yes, by later I mean when JAL updates the restrictions for that specific flight. The rules of marriage do not change. What changes is whether or not JAL decides to allow or disallow a marriage on a specific flight. This might be done by date range. Farther out they may restrict, but closer in they may not.

I don't recall when I first noticed it, but it has been over a year. You can dig through the JAL threads on AA and AS to get more clarity on the timeline. I usually see if I can pull up the same itinerary on paid flights using google flights as a quick way to see whether the MCT is OK. If I really want to dig in I use ExpertFlyer to look it up. Right, JAL can only enforce marriages (or divorces) between flights on its own metal. Pairing a JAL segment with another carrier segment there is no way to enforce a married segment (currently, IME).
