The LBA has a form where they collect your report of not getting your rights under EU261. They explicitly point out that the data is collected only to see if there is cause to start a case against the airline. So they keep tabs of what complaints come in. The LBA does check with the airline what they have to say about this report. That usually triggers LH to pay out the correct EU261 comp if they have not done it correctly.
