No, the rule is
marketed and operated. So the ticket has to be on Qatar stock, and operated by Qatar Airways (meaning on a Qatar airplane).
Your scenario is that your CX flight from SIN to HKG is marketed by Qatar
but not operated by Qatar, and instead operated by Cathay.
