At a guess, I'm wondering if your account was never used to earned miles from flying, but instead all the miles contained therein were all related to transfers in from other (credit card, bank, hotel, etc) loyalty programmes?
And were the tickets that were booked issued in the names of any of the family members, or were they issued for other third parties that are not Flying Blue family members associated with the head's account?
If the answer to either question is Yes, then it's unlikely that your account will be reopened unless you make your way to an Air France ticket counter and satisfy them that there was nothing untoward going on with the transfers and that no payment was sought for the tickets issued to these other individuals.
