I've tried calling AA and the agents can't seem to help. This has been going on for about three weeks. Any thoughts on if this is just phantom availability or if I could try booking through a different AA call center?
That is textbook phantom availability. If phone agents can't see it, and it errors out when you try to book it online, then there's not much else you can do other than just forget it exists.
