I spent one night at this hotel before an early departure from Haneda.
The location is excellent for the airport and the hotel provide a free shuttle which is excellent if you need to catch an early morning flight.
But I would not use it to explore Tokyo.
You do have a metro stop on the Keykyu line three minutes walk from the hotel that will bring you to Shinagawa and from there you can connect onto other lines. You'll need to consider 1/ 1.5 hours from the hotel to places in Tokyo depends where you want to explore.
