Both the Suica and the Welcome Suica are available. The Welcome Suica is available at HND (and elewhere). The Suica is available at Shinagawa Station (and elsewhere). The links in the other responses are to the digital Suica but the site indicates the digital Suica is available Spring 2025 (in the future) and the digital Suica expires in 180 days.

Based on the question, you travel to Japan periodically. Why don't you acquire a regular Suica card? The regular Suica cards expire 10 years after last use.
