I personally hate the setup at LAS, that might be a close second to CLE. LAX is LAX - but I hear that they are going to get a consolidated center...and it might even open sometime this century! PHX used to be bad, but I haven't been there since they completed the train. PHL is annoying because you can *see* the rental cars, but you don't really want to walk there unless you are super into parkour...
PHL is not a consolidated rental car center. All the brands may be on the same roadway but it's not a consolidated center as the term is understood.

More to the point, PHL is actually a decent setup for many rental car companies as you can very easily walk through the garages and across the road to access the facilities on foot.
