Check both cards online and make sure there's money on them.
Try resetting the PIN.
Make sure the cashiers are scanning the yellow card (sometimes they think you're trying to load to CashApp, which is a different card).
Make sure you can log into your Bluebird account (it's not locked).
Finally, stores have an hourly load limit of $500, so if someone came in just before you and did a load, you may be blocked. Although, I doubt that happened to you three times, and I am almost positive the error message for that is different than the one you're getting.
Other than that, I don't know what else to tell you.

There is one other thing that I don’t know if it would have anything to do with my loading capabilities. I have money on my BB account for my two loads that worked at the beginning, but it’s not allowing me to use Bill pay.
