VS should be able to issue the boarding pass for 6E, but you still have to collect & drop off your bag with 6E after passing thru customs. DEL T3 has a bag drop desk just after customs, but it may be very crowded depending on the time of day, so I would just check if the line is short, and if not go upstairs to the regular 6E checkin desks (more counters, shorter lines).
On the way back 6E will check your bags thru to LHR and issue you boarding passes for both flights. However, it is advised to report with VS at the domestic-international transit desk to check if they have all the information about your bags.
