Yes, they will happily sell you the package subject to availability - don't count on it being $70 for Skylight though, those are usually quoted around $120 or so inc. the visa, meals, etc..
If you just want somewhere to nap, the in-terminal Skylight is a good deal for just 6 hours and you can eat and work from the lounge on either side of that as well.
