If your fare turns out to have 20kg allowance, I believe that Japan Explorer Pass fares always come with the the international 2 piece allowance: https://www.jal.co.jp/arl/en/world/j...lorer_pass/lp/

There are pros and cons of the regular domestic fares vs Japan Explorer Pass fares. Explorer Pass used to be cheaper, but usually not anymore. Regular domestic fares have generous hold/cancel policies so I find them a lot more flexible. However Explorer Pass is better if you need the baggage allowance.

AA.com seems all messed up these days booking solely domestic JL flights because there is no cash payment. I feel like this is a new problem in the last year. Calling reservations should work. BA, however, has had the issue for years but I think on BA there's an opportunity to add a $1 donation to something during the checkout flow which allows the transaction to complete without calling.
