Note that when I've tracked luggage - in-airport - my experience has varied:
1. In ATL (connection), my bags were at the gate of an EARLIER flight to Seattle (i.e. B33 instead of T8). My hypothesis was they might send it early, if my flight was overbooked (or too much cargo/baggage).
2. When we flew back from Japan (interline w/ ANA), my bags (AirTags) couldn't be 'seen' for most of the trip. It could be either the ULD's ("Faraday cage"), or a lack of iOS/macOS devices (remember, AirTags only use BLE, nothing more).
They popped back up in the USA, but never in Tokyo...
