I think its been mentioned on this forum many times. Usually when the agent cannot help, the best route of action is hang up ASAP and call again and hope for a good agent.
The HK agents should be able to deal with most issues. But who knows what's the criteria to get routed there instead of Guangzhou? I think gone are the days you can sort everything out at HKG airport.
