I believe it always required a purchased C+ seat to SDC to any open C+/Main seat (comp upgrades to C+ didn't count) as you still have a "Main Cabin ticket" with comp upgrades to C+. The old language is still there in detailed T&Cs. It looks like they may be trying to tighten up the rules on C+ fares (the website language was changed sometime in November).
