Yup, both lounges are partners not a Delta SC so access will depend on your ticket, although from your 'programs' info on your profile you are ST Elite+ so if flying intra-eu on AF/KL you'll have access even in econ. One lounge is inside the EU and other for international departing flights so you go through passport control first. Note if you're flying back to the US, passport control can have long a long line depending on day of week (although it moves pretty well) so plan accordingly.
Yes, intra-EU on Skyteam partners will still allow access for DL STE+ to third-party lounges in economy, while if flying DL metal non-stop back to US, there is no access unless flying D1. Although I believe agents at all these EU outstations are just contract employees who work multiple carriers and may not pay that close attention to the rules and who you are flying. I did once get an invite to third-party lounge at NCE a few years back when flying DL NCE-JFK non-stop in economy after DL had dropped access to the third-party lounges.
