I am booked on the next flight approximately 3 hr later. If I would have gotten standby, would have saved me about 3 hr.
Depending on the airport, IME you need 1-2 hours advance notice to standby with bags.
You are correct that for a domestic flight PPBM does not apply BUT you most complete a form acknowledging you have voluntarily separated from your bag (so not eligible for bag delivery). But during boarding is a bit late to request that. The GA is a bit busy at that point.
Not surprised the agent declined to accommodate you. Not sure you would have save time if you had to wait at the destination for the later bag arrival.
