From a physics point of view I can understand it: strap the seatbelts in such a way that it holds the handles of the hand lugagge. If those seatbelts can securely hold a person weighing 120 kilos in his place then they surely can hold a piece of baggage weighing 12 kilos. Most FAs don't see it that way and argue that the seatbelts won't hold (fair enough, they are not employed for their understanding of basic physics; and the reason for not having luggage on the seats may be to keep seats as free as obstacles as possible for the case of evacuation). Which is why I am really surprised that they placed luggage on the middle seat.
Baggage is shaped differently than human. I would agree with those FAs who argue that using a seatbelt to strap baggage in is inefficient and unsafe. There's no way to strap a bag in a way that would prevent any movement.
