This will work, although it’s tough to find PZ7 anywhere. You mentioned Polaris, so you’ll need to book a W fare or higher in order for 400 PlusPoints to be sufficient, and then only in one direction.

This doesn’t make any sense. Domestic Basic Economy is always N, international basic economy is never N, and you can’t book BE and non-BE on the same ticket.

The answer to your question is no — if UA says BE doesn’t earn a PQF, assume that it doesn’t. It sounds like you may have been incorrectly re-accommodated in non-BE after a schedule change or delay.
