I asked the Choice rep and they said hotels are free to set availability to whatever they wish, including zero.
Fortunately, only 5/30 properties I checked offer nothing.
One outlier was Omihachiman, which has rooms on offer for 35,000 points despite being an under-¥10,000 property.
