To get a fare based on your local POS, use a local travel agency who will be able to sell you that ticket - most will do so regardless of credit card billing country.
In an era when VPNs are ubiquitous and people have openly been advised to use them to get better pricing online, using the billing address as the place of residence is a fairly reasonable assumption.
