It's a response to DOT final ruling on new consumer protections which went into effect on Oct 28th.

The airlines updated their Contracts of Carriage as well in response to new rulling -- https://www.alaskaair.com/content/le...ct-of-carriage

DOT has now defined "significant" delays where you can either request a refund or a travel credit (good for 5 years) to be 3 hours for domestic and 6 hours for international itins.
