They have a huge list of exclusions and this depends on whether it's MC or Visa. Go through the Concierge. They will give you a link for a direct discount (Visa) or benefits details for MC. And it has to be in hotels.com to be eligible.

When I called concierge to ask about it (2-3 months back). I was told that I need to tell them the property name, they will verify if the property is eligible for the offer (he said if the property is on hotels.com b2b site, it should be available). Then they will send me a link to book it.
