In looking back through the transcript, I don't think he did. When asked about California, he said "no international planned in California, just to make that point extremely clear. We're focused on Seattle for international flying." To me all that implies is that they have no plans to launch long haul flying from California (or Oregon) immediately. But given that he also talked about growing in Portland and San Diego specifically, it would be hardly surprising if they decide to do some long haul from there at some point once the Seattle operations are established and they have enough planes to expand beyond that.
