That is indeed strange. The Ishigaki route is especially disappointing, because it's the longest domestic route from HND and the premium cabin fares are exorbitant, but the soft product is ridiculously cheap. Tiny cold meals served in a paper box, and convenience store wine served in a paper cup. Even HND-ITM meals come with a bottle of water and dessert (packaged sweets) on the tray, but on the Ishigaki route you don't even get that.
