I personally don't believe that anyone overall exploited the Globalist breakfast @ Rio/Hash House
though I suppose it could be possible.
In my perception its more Flyertalk speculation/ paranoia
From day one management set the standard and it was any one entree off the menu and a beverage etc up
to 2 persons at the same time.
They knew what the WOH requirement was.With rates escalating I think that will ease most of their
future concerns from the property perspective.
The hotel did get nervous early on about paying the costs to Hash House and likely over reacted with the
downsizing of the menu to a stingy set list of options
They also stopped takeouts if a person wasn't present to further limit the potential for abuse and their own billing simplicity.
I tried takeout once when it was permitted as it was an hour wait to be served.
Hard to game when your by yourself taking out about a dollar worth of salad granted there are
other fixed costs to operate.

All that said this is Las Vegas where historically be it Starwood and Planet Hollywood or Hyatt & MGM
always demanded the elite member only check in
to get an upgraded room.Hilton was somewhat different and more relaxed about it depending on the property.
I've also seen some of this in select Hawaii Hotels
If it is a casino property they would even bar a wife or girlfriend/friend from checking in if not the primary elite member.
The RIO is an absolute train wreck at anything to do with billing and the software to track anything
consistently including breakfast charges
removing resort fees etc.They are sloppy and when there is an issue it can go on for weeks fighting
with the hotel who doesn't follow up
and begging for Hyatt assistance.I get the good about RIO However they are horrible @ billing
as well as recovery from any issues!
I do gifts of guest of honor @ RIO but I won't stay there

Even a credit card pre authorization form was rejected that was fully approved by the hotel & Hyatt
Attempted to pay for a guest of honor reservation and incidentals.
Rio changed the terms and conditions on the form a few times
Even Hyatt said they can't do that.Not a fan of the hotel by any means and yet they do offer a good value when the rate is low
I would say unfortunately its about setting expectations in a hotel that only slightly adheres to Hyatt protocol/
My 2 cents whatever that may be worth
