They need to build more sleeping suites first. I would more support if they offered a $99 sleeping suite fee for elegible pax, since I see a lot of people takong the sleeping suites and then not staying there much but browsing the lounge. That should not be allowed. It would open more capacity. It should be just one time entry to the sleeping room and when you exit, you are out.
I'm not sure how you can expect the the staff to monitor activity and enforce the rule you suggest. Suite guests may have to leave the complex to search for the toilets or maybe visit the TK desk: who's to know if they pick up refreshments on their way to or from those facilities.
It must take something of an effort to monitor the behaviour of other suite users: bordering on the heroic to be in a position to distinguish the reason for any temporary absence.
