The only two occasions where I've returned from abroad with significantly more than the limit, I've declared it but been waived through without paying anything. I get the impression that they are not really interested in tourists returning with too many goodies. But clearly, on a bad day, they can be interested and it would be a seriously stupid move to try to smuggle things into the country.
