You are not saying what cabin you travel in, but unless it is SQ F (Via FRA) or you are a SQ TPP (Solitaire) member (max 1 guest) there is no lounge access option upon arrival.
Even the membership/ paid access lounges for Priority Pass or so don't offer that option for arrival AFAIK and are for departing flights only. So you could use your AK (Air Asia) BPs probably to access a priority pass lounge even in T3 before moving over to T4 where the available lounges are weak except for the CX (Cathay Pacific) lounge that you won't be able to access. Time is plenty, no worries there assuming no heavy delays inbound to SIN.
We are flying Premium Economy. We have Priority Pass through Chase Sapphire. I assumed that we could use the lounges since we are in transit? But now it seems we may have to clear immigration anyway to check bags with Air Asia, so as another poster said the Blossom lounge in T4 might be the best bet
