it will be a nightmare to collect the taxes after sales. notwithstanding the backlash and cancellations, there is not good way to deal with the situation should customers not cough up proactively. i dont think airlines can bill to the original payment method used for booking flight, and even if they could, i expect plenty of problems such as declined transaction (e.g. expired credit card, exceeding credit limit, etc) or fraud complaints. making customers pay at the airport will be logistically challenging.
the "correct" way was to increase taxes for tickets sold after 1/1/25.
