I don't know more about this than you do, but yes, I have also seen that error "could not contact ticket DB", and I have interpreted it to mean that their system is down.
Sometimes you'd instead get something about the name mismatching, then they would allow you to upload your boarding pass for a manual claim. Not that that would help, since they would just send you and email that they can't process the claims at the moment...
