In normal times of the past, probably not. In the currently reality of NYC area ATC though, LGA is better. Ever since they moved EWR ATC to Philly center earlier this year (in an attempt to relieve staffing problems at N90), EWR has been hit with these intermittent 'staffing issues' delays that do not impact LGA.

If weather happens in NYC, certainly both airports will be impacted. But the current staffing issues are really hitting EWR specifically.

And then EWR runway construction is coming next year.
