Part of the reason LGA might be considered much better is the FAA staffing (that the notice likely refers to) come from different centers now. The FAA, in their infinite wisdom, moved the EWR controllers out of NYARTCC (Westbury, Long Island) and put them in Philadelphia. A lot of them didn't move. So the controllers handling EWR flow are mostly new and now out of PHL. LGA and JFK remain under NYARTCC.

I fly out of EWR on Sunday and the weather should be good with Sunday being a lighter flight day than Friday. So hopefully my flights goes on time.
