So my nephew flew from U.S. into ICN on a foreign airline. He was denied to board his flight from ICN to GUM because of the situation of this law - He said that they told him he had to stay in ICN for X amount of hours. So i want to get the flights but I am not sure if I will be affected on my return trip to ICN from EWR and then connecting from ICN to GUM. I hope that makes sense what I am asking.
If it was one ticket on a foreign ailine, yeah, that's a problem. If it was two tickets on the same foreign airline with a less than 24 hour transit I can see the airline rejecting for fear of maybe violating cabotage. In your case, on two different airlines there shouldn't be an issue of rejection. Both airlines are following all rules and restrictions, so no problem with rejection for cabotage. The only reason they would reject you is for not meeting the conditions of admittance to ICN and the US - make sure you meet them and can prove it. You do have to make sure you have enough time to process through immigration and customs, re-check your checked bags, and clear security in time to catch your next flight.
