This was probably wishful thinking on the part of management. They instituted the rule, and then realized that 92% of the vast crowds are actually members, and deserve the gourmet fixings, such as the excellent corn muffins at Ohare which are essentially twinkies without the filling.

Now they are confused. Maybe changing the carpets will help them?

As for me, I am so frequently in the RCC's that it is actually worth it to me given the price per entry, but I feel that anyone entering 20 times a year will be very disappointed with the service levels.
