I can than think of two ways (one which you mentioned) to checkmate the concentrated stowing zone: 1. charge money for cabin baggage; 2. size/weight limits.
I flew Avelo twice this past summer and those guys are few crazy...very effecient boarding/deplaning on both flights.
The second approach is common in Europe/Asia and seems to be fairly effective when enforced.
A tangentially relevant issue is the reliability of checked baggage. Even though I almost always entrust my luggage to airlines, I've learned that this is a bit of risk when tight connections are involved. Furthermore, some airlines/airports are hopelessly slow on the delivery part of the equation...a decent way to earn some extra Delta miles, I suppose.
