I would also urge OP to ensure with both recipients that the GOH certificates have been removed from their accounts as this is an indicator that they have been applied correctly. There are many datapoints of them being applied incorrectly to where the user gets GOH benefits but the cert is not redeemed so it's still in their account leaving the sender with no bonus EQN. This has even happened to me.
Here's another datapoint: I used a gifted GoH a few months ago, and it was deducted from my WoH account. However, a few months ago, I called to ask another GoH-related question, and the rep told me that the GoH from a few months ago was never redeemed by the hotel and was still sitting in my account in their system backend (even though it was never returned to my account), so the rep returned the GoH to my account.
Could it be that the hotel decided not to take my GoH after all? They had no suites available (all under renovation), and when I was checking in, they told me that I'd been granted club access. I told them that I had used a GoH award in order to gain access to their club, but they didn't say anything.
