Since the first ticket involves travel originating in the U.S., it is subject to U.S. DOT regulations, including those pertaining to refunds. If you prefer a refund to a voucher for ticket #1, file a consumer complaint with the U.S. DOT, and I expect that you will eventually get your refund. Details here:
