With reference to this, I can say this is true for me. I'm now at 91,000 lifetime tier points, and on the final stretch and will get there before I am 50 so hoping to get a long stretch of use from GGLfL. Without the incentive of GGLfL, I could easily be 15,000 lifetime tier points lower, as I suspect I would have taken SQ and EK more (in particular when they have been less expensive). In the USA, I would certainly have taken AA domestic flights less, because I have often favored AA indirect over UA direct (where I have low level status). I think it is a good scheme that has incentivised me in the right way, and I am looking forward to some additional benefits when they come, but my expectations are moderated by what has been written here.
