I agree its an over simplification but it gives the OP an idea. Various reasons it can look like it has not worked as expected. Here are a couple ...

1. Gold can pick seats beside other Golds. I have found occasions the unattractive middle next to me as a silver has not been picked by a late booking Gold , they have prefer but slightly more attractive middle seat next to a Gold further forward in the cabin.

2. Someone may have missed a connection which means some seats that were not due to go out empty do.
