What is the point of having a Kiosk for check-ins?

I flew United from HKG. I have completed online check-in. I used the kiosk at the airport to print my boarding pass and luggage tag. And yet, I still have to wait in line for over half an hour like everyone else to check-in luggage.

I don't really understand the point of having all those Kiosks. Those who have no luggage to check-in can just use electronic boarding pass anyway.

In the United States, I print and put on the luggage tag myself and drop it off in less than a minute.
