For Canada, CX can further increase frequency in Vancouver which will not overfly Russia and even if it increases frequency in Toronto, its just AC that could potentially raise any issue and given the relationship between AC and CX, there's no way AC will do anything about it.
For the US, if CX is just increasing frequencies to JFK and Boston and CX is not dumping fares like what mainland China airlines did to Europe, I don't think that will raise much concern.
