Plus I'd venture as ALL the collected garbage is dumped into the same bag, including the sticky liquids and customer brought on foods, nobody is pulling the cans and cups out for recycling. Just my practical guess.

A nickle deposit per can foregone pales in comparison to an 1oz saving.
