How is this enforced by other airlines? Presumably, people who only travel with a carry on in bag will go straight to the gate with their carry on if they don't know about the change. Will AC now have to deal with all of these complaints/issues/payments during boarding? Or will they force all basics customers to pick up a paper boarding pass with a check in agent who will police this?

Overall, none of the changes directly impact me. However, I'd rather see Air Canada crack down on people who bring 15 carry on bags and a small trailer on board, rather than just targeting basic economy customers.
